Namibia stands at the edge of a transformative chapter in its energy and economic journey. The Venus offshore oil field, a joint venture between TotalEnergies EP Namibia, QatarEnergy, Impact Oil and Gas, and NAMCOR, has the potential to redefine the nation's economic trajectory. With a projected operational lifespan of over 20 years and the ability to create more than 6 800 jobs, the Venus project could provide a significant boost to Namibia’s GDP, employment, and overall energy security.
A Strategic Milestone for Namibia
The Venus project’s long-term development plan positions it as a central pillar of Namibia’s energy economy. As outlined in the Environmental and Social Impact Assessment (ESIA), the project is expected to generate a ripple effect of employment opportunities, including direct, indirect, and induced jobs. Similar global projects provide strong precedent for these outcomes.
For example, in the Gulf of Mexico, the offshore oil and gas sector supported approximately 345,000 jobs and added nearly US$28.7 billion to the U.S. economy in 2019. Offshore developments in Brazil’s pre-salt oil fields have been equally impactful, creating thousands of jobs while enhancing domestic engineering and technology capacities.
Namibia’s own projections estimate Venus could contribute between 13% and 18% to national GDP at peak production, with export earnings ranging from N$593 billion to N$888 billion over its 20-year lifespan. These figures point to a substantial and sustained fiscal benefit, alongside infrastructure growth and increased investor confidence.
One of the most significant contributions of the Venus project is its potential to generate employment. Projections suggest the development will create over 5,800 jobs direct, indirect, and induced, throughout its lifecycle. These opportunities will span various sectors, including logistics, construction, environmental management, technical services, and local enterprise support.
For a country with a youthful population and rising youth unemployment, this development could be transformative. The ripple effect of these jobs is expected to extend into communities, stimulate small business growth, and inject income into households across the country.
The Venus development is expected to catalyse significant social benefits beyond employment. This includes increased tax revenue, foreign direct investment, skills development, and support for local procurement. The ESIA outlines robust mitigation and benefit-sharing mechanisms to ensure equitable distribution of benefits across regions — particularly communities directly impacted by the project.
These mechanisms include community investment plans, skills training, bursaries, and enterprise development initiatives, which align with Namibia’s long-term Vision 2030 and NDP goals.
Fiscal and Social Impact
The project is set to make a substantial impact on Namibia’s fiscal landscape. Beyond royalties and taxes, the project is likely to increase the country’s export revenues and foreign direct investment. It offers Namibia a chance to diversify its economy, traditionally reliant on mining and agriculture, by developing a robust and globally competitive oil and gas sector.
Increased government revenue from petroleum operations can support national development priorities such as infrastructure, education, healthcare, and housing — enabling Namibia to meet its Vision 2030 and Harambee Prosperity Plan goals.
This development aligns with broader African aspirations to take ownership of energy resources, reduce reliance on imports, and increase local beneficiation. Or as we like to call it “Namibi-fication.”
Environmental Stewardship and Public Engagement
NAMCOR and its partners have placed a strong emphasis on stakeholder transparency. ESIA public consultations across Namibia, both in southern and northern towns, offer platforms for the public to raise questions, voice concerns, and stay informed about developments. These forums are instrumental in building trust and ensuring the project progresses in a socially responsible and environmentally sound manner.
Ongoing feedback is shaping project design and mitigation strategies, while community engagement ensures local voices are heard and integrated into planning. NAMCOR, together with its partners, has prioritised transparency, access to information, and open dialogue — reinforcing that this project is being built not only for the people of Namibia, but with them.

The Venus project is more than an upstream oil discovery — it is a national milestone. With the potential to transform Namibia into a key player in global energy markets, this project holds promise for economic expansion, job creation, infrastructure growth, and enhanced energy independence.
